YEARBOOK 2000 - Financial background of the local organisations

The questions about the financial background of the local organisations were meant to provide information on the financial resources that are available for the implementation of the local projects as well as to clarify the connected decision-making system.

50% of the programmes or the institutions operating the local projects have a budget of their own. The funds made available to these member towns for the operation costs related to the local programmes amounted to 6,018,000 HUF last year. 20% of the local projects who have their own budget work as a part of the local government, the others are independent organisations.

44% of the local projects with a budget of their own also have further separate resources available for them. Half of these local projects also operate as a part of the local government, the others are foundations. The amount allocated for the operating costs within the budget totalled 1,250,000 HUF. Decisions concerning the use of these separate funds can be made by certain local government committees.

The local projects with a budget of their own were allowed to spend a total of 8,059,000 HUF on the implementation of various activities last year. Those which have additional funds at their disposal were allowed to use another 1,250,000 HUF for the organisation of local activities.

16.6% of the member towns do not have a budget of their own, only a separate funds were made available for them in the budget in the local government. These projects operate as a part of the local government. Last year they could spend a total of 1,140,000 HUF on their operating costs. Decisions on the use of the separate funds were made by certain local government committees.

Local projects with separate funds made available for them in the budget of the local government were able to spend a total of 4,040,000 HUF on their various activities.

27.7% of the member towns had neither a budget of their own, nor separate funds made available for them in the year 2000. The costs of operation and costs of various activities were financed by the local government from the municipal budget, or through successful grant applications.

The information provided by the respondents has revealed that there are not any uniform processes or practices that could ensure the financial background of the local Healthy City projects. This situation could be considerably improved by the better separation of the projects and the clear-cut definition of the competencies.
